On April 7th, the 2025 Maryland General Assembly adjourned Sine Die and our Legislative Committee how now completed its work of reviewing House and Senate bills to ensure that our members' interests are well-served and our businesses are protected.

The Legislative Committee has worked diligently and intensely on your behalf during the session and throughout the year. The Legislative Alert keeps you up to the minute on what is going on in government that affects your business and your family. It's worth your time to read it regularly.

2025 General Assembly Session Recap:

During the 2025 General Assembly session, a total of bills 2,605 bills were introduced. Of these bills, 1,558 originated in the House, and 1,047 in the Senate. On behalf of the Chamber, the Legislative Committee reviewed all bills by title and identified those that appeared to have some relationship to or impact on business. Of those, 485 were reviewed by bill synopsis and assigned to subject sub-committees for full reading and analysis with discussion and recommendation to the full committee. Sub-committee recommendations were discussed and support or oppose motions were voted on during weekly meetings. The committee took positions of support or opposition on 166 bills. Bills opposed were determined to have a detrimental impact or cost on business. Bills supported were determined to have a positive or beneficial effect on business. Bills that were determined to narrowly affect a specific business or type of business, positive or negative, but did not rise to the level of the committee taking a position, were referred to affected members flagged in the Alert as FYI. The Committee determined there was no need to take a position on 148 bills.

Below is a breakdown of the Committee’s results. Percentages largely mirror historical norms.

The 2025 session saw several highlights. The committee reviewed 212 more bills than last year, saw special presentations made by members asking for support and written testimony, and drafted 11 letters to our legislature. We helped defeat the 3% Business to Business tax proposed late in the session and sent out 4 mid-session Legislative Alerts to membership. We saw the return of the Legislative Breakfast and rekindled our relationship with our representatives.
